Need for change from 'French' Leadership method of the NHS to a 'Japan' method of Leadership for the NHS

From the current NHS method - "French leadership style tends to be autocratic and paternalistic. For the French the reputation of the organisation, as well as the social and political goals come first over immediate obtainable objectives. Due to the consolidated power in the CEO, opinions of the middle management falls on deaf ears."

To have a more effective and efficient NHS, could try adopting the leadership style where - "Japanese executives have great power... and have little involvement in everyday affairs of the company, but have final say...Ideas often originate on the factory floor. These ideas are voted on and make their way up the company hierarchy."
